I have the honour to inform you
that on the 5th. October, 1906, the Sanitary Board recom-
-mended the purchase of 4 hopper barges of 150 tons
capacity each and the provision of a steam-launch to tow
the barges to sea, as the only satisfactory means of
effecting the disposal at sea of all refuse from the City
and Hill District of the Colony.

At that date, owing to the loss
of all the Contractor's dust-boats by typhoon, the Govern-
-ment was carrying out this duty by means of a steam-barge
hired at a cost of $1,500 a month until the end of the
year when the Scavenging Contract expired, the sum of
$1,500 being deducted from the total sum of $7,350 payable
monthly to Leung Yin, the then Scavenging Contractor.
3.
From the 1st. of January to the
30th. June, 1907, the Scavenging Contract was divided into
